Frank is a senior associate in the firm's Washington, DC office, where he primarily focuses on advising businesses on compliance with consumer financial and privacy laws, including the Fair Credit Reporting Act (FCRA) and Gramm-Leach-Bliley Act (GLBA). He also represents clients in investigation and enforcement proceedings involving the Federal Trade Commission (FTC) and Consumer Financial Protection Bureau (CFPB).
Frank joined Hudson Cook after over six years with the Federal Trade Commission. At the FTC, Frank was an attorney with the Division of Financial Practices in the Bureau of Consumer Protection from December 2019 to March 2022, where he worked on investigations and enforcement actions concerning a range of consumer protection issues, from auto financing and advertising to fintech matters. Frank led investigations into fintech companies for deceptive user-interface design and other potential law violations, including the Restore Online Shoppers' Confidence Act (ROSCA) and the Telemarketing Sales Rule (TSR). He worked in the FTC's Office of General Counsel from January 2016 to 2019 as both a law clerk and an attorney, where he provided legal and policy guidance on the public release of information under the Freedom of Information Act (FOIA) and the Privacy Act.
Frank received his J.D. from the University of Maryland School of Law while working as a senior economist at the Bureau of Labor Statistics. Frank is licensed to practice in the state of Maryland.
